Worker and background job refactor
Cleaning up the background workers that handle email delivery, notifications, memory generation, and scheduled tasks. These accumulated the most inconsistency over time — different patterns for similar jobs, brittle error handling, duplicated retry logic. Bringing them under a single coherent approach so adding new workers later isn't a guessing game.
